    Don't think the EU allow the UK to cut VAT without their permission.

    They don't -- that's why we still have to pay 5% on gas and electricity. The EU said that our government couldn't drop it back to zero rated when they realised what a huuuuge mistake it had been to apply VAT to them in the first place !!!!
