Report what? That you thought he was rude? That's your opinion and nothing more. As it's one that was formed when he was telling you you'd committed an offence and was handing you a penalty fare, I doubt anyone will take notice of you.
Wait until the letter arrives, answer it and see where you go from there.0 -

Yes, he did.
But the fact remains that he would receive a penalty notice or a summons for the offence. Ticket inspectors, council officers, police officers, etc, cannot fine anyone. They issue penalty notices. Courts issue fines.0 -

What would happen if someone didn't have any money or bank cards with him/her at the time? Or didn't speak English and so didn't understand the inspector? In other words, if one admits the crime without argument at the time, can the £20 penalty fare be paid later?0
