Why did you previously buy a Travelcard? Surely if you knew that you needed one then, you would know that you need one now?

I read it that he was using the tube before, then switched to the "free" bus to save cash...

It was an honest genuine mistake.
And you were given a chance to rectify it.
I admit that if my ticket was wrong I need to pay the fine, but the inspector was incredibly rude and arrogant and left me feeling helpless.
Irrelevent. Just think how many times they've heard that old load of rubbish.
I left him with my ticket as I needed to get to work... I am looking for advice as to where I should go from here.

Phone TFL and report this case?

Report what? That you thought he was rude? That's your opinion and nothing more. As it's one that was formed when he was telling you you'd committed an offence and was handing you a penalty fare, I doubt anyone will take notice of you.

Wait until the letter arrives, answer it and see where you go from there.

The inspector was in the wrong for taking my ticket and as he didn't issue a penalty notice he could be seriously told off and I don't have to pay any fine..

I take it you conveniently omitted the part where you got off at the next stop before he could issue it?

I don't understanf why OP didn't just pay the fine.

    It's a penalty, not a fine.

But, in any event, there was no penalty to pay. The OP states that no ticket was issued.

I'm struggling to see what the inspector did wrong.
What the bus inspector did wrong was to confiscate the train ticket.

It isn't a NCP parking ticket. The OP committed a criminal offence.

    Yes, he did.

But the fact remains that he would receive a penalty notice or a summons for the offence. Ticket inspectors, council officers, police officers, etc, cannot fine anyone. They issue penalty notices. Courts issue fines.

Oh I see, you're one of "those". Pedantry usually ends up making people look stupid...
  • What would happen if someone didn't have any money or bank cards with him/her at the time? Or didn't speak English and so didn't understand the inspector? In other words, if one admits the crime without argument at the time, can the £20 penalty fare be paid later?
