Housing and Council Tax Benefit Run-On

How long do you have to be unemployed to qualify for a run-on of Council Tax and Housing benefits when you start work?
Who do I apply to if I qualify?
Is it the jobcentre or the local council?
I know I qualified for this on previous occasions but didn't apply as I was unaware of whether I qualified or who to apply to. This is due to lack of information at the Jobcentre.
When you start work, you can find yourself in debt with rent, as you are often liable to pay rent from the Monday you start work, although you don't actually get wages/salary until 10 days later (or longer if you are paid monthly).

You are entitld to a 4 week run on if you have been continuously entitled to income support or JSA for 26 weeks and your work is expected to last at least 5 weeks. If you were on JSA you must have been receiving JSA (income based) not JSA (contributions based) immediately prior to starting work.
The DWP should inform your local council if you are entitled to a run on but to make sure you receive it I would contact your local council who deal with your housing benefit claim and tell them you want to claim your run on.

The council have access to something called 'CIS' it is now their responsibility to initiate HB/CTB run on, not the Job Centre.====================================================
