Boiler Costs???

Hi There!
Our only boiler in the house is rated at 2.7kw approx. And has 1 heating element and an emersion heater element, our emersion heater element is never used, but out main heating element is always switched on, both the normal heating element and emersion heating element have their own independent switches in the airing cupboard and we can switch on and off as we wish. Although the plumber said that the main heating element should be switched on at all times, is this necessary though? or why is this? is a boiler on completely 24 hours a day? would switching it off during the day when we never really have use for hot water be wise or safe? and can we save money?
Just realized that our power shower is rated at 7200 watts which at most could be used often and daily, and to my knowledge the electric oven is over 7kw... so just trying to work out whether the boiler could be used less to save some £££'s
