never been billed - don't know who i'm with??

Moved in to my newly built home on on the 25th June 2007 – asked agents who were the energy suppliers, they never got back to me.
Asked builders and customer services and they believed that the meters were in the middle of being sorted and the suppliers would contact me with a bill shortly. didn't persue for 6 months...when again asked got the same reply. I didn't have a key to access the meters from my home builder so this is why i didnt go straight to national grid etc...when i finally did steal a key off my parents i took meter readings in august 2008

On 2nd August 2008 – following announcement of energy suppliers price increase I called head of company to find out which supplier I was with they thought either edf or british gas but werent sure??
9th August 2008 – Contacted EDF they said that we were not with this energy supplier but other houses in the street were.
contacted Charles Church, they were baffled as to why I was not with EDF and refered me to british gas then to national grid.
contacted national grid – they refered me to ESP connections to find out my gas supplier.
ESP told me I was with EDF energy.
Also said that Energy watch could be contacted as we have not been billed for a significant amount of time. As of 1/7/07 ERA (energy retail association) say that they can only backdate the customer for 1 year max.
I'm going round in circles...is anyone the wiser as to what i should do next??
i've got my tennant moving out soon and want to let him know how much he owes in addition to knowing if i will get backdated for over a year ago...i'm worried as despite saving for this i have no idea how much my bill will be since price hikes and how will they know what my bill was 1 year ago??
HELP im loosing my mind with worry!!
