There is some confusion as to whether those already in the waiting period will be eligible for the reduced period. There appears to be nothing in writing as yet, however my friend at the DWP says that those already waiting will only have to wait thirteen weeks from Jan. It's in here at the bottome of the page, there are no details just that it's been brought forward
The initial announcement for the April implementation didn't include people already waiting - they still had to wait 39 weeks - it doesn't say here if that is still the case
