Widows Pension

My father died 35 years ago. He worked in the colonial service but apparently opted out of contributions probably, because he lived abroad. Three years ago, I contact the Pensions section of Dept of work & pension about claiming widows pension for my mother who currently lives in Austria only to be informed that my father had made insufficient contribution. Though, I was told that my mother could still submit the forms, they couldn't tell if and what she was entitled to, if at all. My has little very little income (equivalent to £30 per month) and depends on my brother.

Q. What do you think? Can my mother still get widows pension and how much is she likely to get? I forgot to mention that currently, She does not get any sort of benefit from the State
