A&L not sent me a new card :(

Hey all,
I've got a standard visa with A&L with limit of £2100, and a current balance of ~£1500. The card expired in may this year, and I've not been sent a new card. I've never missed a payment, and always pay at least double the minimum payment. I give them a call about it a few weeks ago, and was told that at the cards renewal date, the balance was close to the limit so I couldn't have a new card. Truth be told, at the time of renewal the balance was close to the limit! The guy on the phone claimed to be having system problems so couldn't look into the issue as it is now, so have left it at that for the moment.
What would be the best port of call towards getting a new card from them? I've recently got a card from Barclaycard with 14 months 0% but sadly only got an £800 limit, so am in the process of transferring £720 from the A&L card to it. The idea was to transfer the lot, then close the account!
The rate on the A&L is currently 19.9%...they tried to increase it to 29.9% after last Christmas but I called them and they agreed to keep it as is. I'm dreading them doing it again this year, in an attempt to keep me paying them as much as I am now pre-balance transfer!

Their refusal to issue a new card is very bad, and a bad sign if you're wanting a new card from them (or from MBNA, who issue A&L cards). Best port of call therefore would be Barclaycard.0
