Trouble listening online

Hello
Wonder if anyone can point me in the right direction on a little prob I'm having.
I like to 'listen again' to radion on the BBC Iplayer but of late it seems to be stopping and starting so O can only hear the odd phrase, followed by quiet followed by a few more words.
I'm having a similar problem with itunes.
Applying logic (rather than anytechnical expertise) I'm wondering whether
a) my PC or interenet connection is too slow (I think I'm on 2mb broadband) or
b)there's something wrong with the sound card / speakers
Any thoughts?

I would try a clean out of old files using system cleanup and a defragment.
Then reset your modem (and router) by unplugging them for about 10 seconds. also your PC - just to reset the connection - like loaner said - more likely connection speed relatedDon't try to teach a pig to sing - it wastes your time and annoys the pig0
