Storage Heaters - Power Usage

We have just moved into a flat which has a number of storage heaters fitted. We're getting used to them although getting enough heat in the evenings is still a bit of a challenge.
I've been trying to calculate their electricity usage for our budgeting and I think I'm getting there. I've found out that they are 2550w Dimplex XT18 heaters. Presumably they don't consume 2.5Kw of energy per hour all of the time? We have them on level 3 out of 5 for input control and I presume the ambient room temperature affects how much they need to use to heat up fully?
For a rough test I switched everything off except the fridge freezer (A energy rating) and used about 7.8Kwh. I estimated that a single heater uses about 7 Kwh of power during the 7 hour period. Does this sound about right? About 35p per night @ 5.2p. On a night where we had the Sky+ box on, fridge freezer and 2 heaters on Level 3 and the hot water heater we used 17.1Kwh.
One thing we were considering to save energy was to only heat the storage heaters in the lounge every 2 nights as the heat just about seems to be enough. However will this consume more energy since we are then having to build up heat from 0 instead on leaving it on every night to build on whatever remains from the previous night? Not sure which is most efficient in the long run.
If we were to upgrade the heaters would newer technology be more effienct / cheaper to run? Gad central heating may be possible but due to the wall construction we were informed chasing pipework may not be easy / possible which puts us off.
