question about council tax

hiya 2years ago i was out of work from feb 2004 till feb 2006 partner worked but only earns 12k a year. I claimed jobseekers allowance but was only entitled to it till october 04, So basically stopped signing on, I paid all my council tax duringthis time.
Now i have had aletter saying because i didnt sign on my stamp wasnt being paid N/I and i can make a payment to bring it back upto date, im going to pay it but a friend of mine says. Because i was claiming Jobseekers and not working i should of claimed council tax just wopundering could this be backdated or have i missed the boat

You've missed the boat, I'm afraid, morgan78. They don't normally backdate it more than a month. There are a few circumstances where they backdate more than that, but not if you're applying retrospectively for past years.Debt at highest: £6,290.72 (14.2.1999)

If you'd carried on signing after your contributions bases JSA had finished you would've had your NICs paid.0
