car not as described-what next?

Hi guys, would appreciate some advice please. Hubby went to view/collect car today. Listing stated one area of damage and rest of vehicle in as new condition, but when he got there the whole vehicle was in a dreadful condition, seats ripped, bald tyres (almost smooth!)bodywork damage, bumper hanging off etc. The photos were very cleverly taken to disguise everything.

His wife said he would be 15 mins but 50 mins later the seller hadn't even arrived, so hubby left after telling her the vehicle was not as described.

What is the position with ebay. Do we report the item as not described? Do we just leave things? Not had any contact from seller either.

Why did he not view it beforehand? Has he paid monies?

Just leave it if he hasn't and report it as item not as described.

didn't view b4 as car was 2.5 hours away. Learning curve I guess! No monies paid out thankfully. Just don't want things turning nasty as never had to back out of a transaction before.
