Will savings rates change instantly with interest rate change?

I currently have a variable rate on my savings and am wondering if i will lose out if i don't get it fixed one a.s.a.p?
I opened a halifax account in order to upgrade to the 7% 3 month rate but the offer ends on 7/11/08. Is this going to be the case with all decent fixed rate accounts as from tomorrow or is there chance to still get a decent one set up?
