  • Whether you get charged by the retailer is entirely at their discretion. Banks and credit card companies in general (if not on the whole) don't charge their customers for card transactions (the exception being business credit and debit cards). However retailers get charged for each one, and some seek to pass on this cost (Airlines like to as it gives them a way to push the "cost" of the flights down and then claw a few quid back, corner shops and such tend to as their volumes and margins aren't high enough to break even on the cost of the terminals and such.)

    I fail to see how Maestro/MasterCard are at fault, however, for other businesses' own independent decisions.
