Cost of Replacing Tiled front path

(Apologies as I asked this before but then got diverted having a new bathroom installed.)
Now I want to get my Victorian front path retiled - its around 3 x 10 feet and in red black yellow tiles Quotes coming in at £1800-£2000 for LABOUR ONLY- which surprises me a bit - even in SE London - as neighbours had one done last year and it only took around 2 days. Anyone care to explain why it is so expensive for the labour?
(The tiler who did my bathroom was excellent and day rate was much less than the external path tilers are asking but he is part of a bathroom installation team and he doesn't work on his own/do outside paths).
Also is there a time of year I should avoid, like now because of frosts etc (we get a lot of frosts round here)?

well over priced. I paid £900 for something similar, with nice stones, and I still feel that I could have got it a fair bit cheaper.
