Parcel To Italy Return To Sender Problem- Advice Please

I sent a parcel to Italy using Interparcel via DHL. The tracking info seems to suggest delivery was attempted 3 times and now having spoken to interparcel it seems the parcel is being returned to me.
The buyer keeps contacting me asking why he has not received the parcel and I just do not know how to proceed??
I cannot send refund as Paypal account has limitation on and despite Paypal stating I need to confirm bank deposits from them my bank states nothing received. I have called and sent emails and get usual poor customer service.
Anyway Interparcel have just contacted me to state that DHL rang the client who reuqested delivery on teh 24/10 after two failed attempts. When DHL tried delivery on the receipitants requested date no one was in. Therefore the parcel is on its way back to me.
So i have paid £20 for a delivery which has not been delivered ( seems buyers fault) and really do not know what to do??
Obviously the buyer is going to want his goods as paid for but its going to cost another £20 to send and same thing could happen again. If I refund the buyer his purchase price and postage (dont know how as cannot send or receive money) im going to be £20 out of pocket.
I feel this is the buyer fault for not being in when he said he would be but just dont know what to do next- Please help!!!

i would ask dhl for it in writing via email stating that it was attempted 3 times and the 3rd time was arranged with the buyer and add that and the tracking details to the paypal claim, there isn't really much more you can do offer a refund minus your costs incured...

Thank you aaron ive just requested that. Has not gone to Paypal dispute but expect it to!! Only problem cannot offer refund to buyer as cannot send money from Paypal due to this limitation problem0

The buyer has stated no contact was made and he is willing to pay the postage to resend. However he wont be able to send money due to Paypal limitation and the same may happen again!! Any ideas??0
