would/will the payouts take place if everyone had waited patiently?. Is it likely that your communication would have speeded up the process? Slowed it down I would have thought.

Well Icesave has been a political decision, so no real effect there.
ING must have been slowed down a bit, but the people manning the phones weren't (AFAIK) those posting the transactions, so again no real change.0 -
i doubt those answering the phones are invovled in political decisions and organising the process. so i doubt it makes any difference re icesave0
