would a gp surgery require a license for staff to listen to the radio in their office. Patients would not be able to hear the radio programme. The staff have been told that they can't listen to the radio because they don't have a license. Can anyone shed any light on this thanks

I would say judging from the link above that you may be exempt because you are a GP surgery.0

I think for the patients you're OK.
For the staff, you need one.
As a person who has worked in a place with music played, it is often nice to have quiet.0 -
A PRS licence is charged based on the number of employees listening to the radio and the numbers of hours and days that they listen. As an example, 10 employees in an office listening for 10 hours a day during the working week would need a licence costing the minimum rate of £85.57/year.0
