Help Needed - Windows wont boot from cd via keyboard

Looking for some help
I have a family members old PC here which had Windows XP on it but for some it was corrupt and wont start windows at all. All you get it these white lines going across the screen. (its not the screen as the tower is only with me and my monitor works fine)
So i am trying to reinstall windows and have changed it to boot from CD but it wont do it. It sees the CD as it says to boot from CD push any key but i'm pushing every key and thats not working. But the keyboard is working as i used it to change the BIOS to boot to a CD.
Any advice what could be causing this? I have tried another keyboard but got the same issues.

I have now managed to get to the safe mode screen but again the keyboard will not let me change this to 'last known'
But when the PC starts i can get into the bios via the del key0 -
Its probably the keyboard. Is it a USB one? You need the normal type connector for it to work. (USB ones need the drivers installed):idea:0
