Accounts with Visa Electron cards

A number of airlines now accept Visa Electron cards without any extra charge, but make charges for other types of card. I have a Maestro card for my main bank account. Can anyone recommend a bank account that would give a Visa Electron card to someone who isn't a teenager or student, without paying in my salary to that account? (I would have thought it's possible as they normally give Visa Electrons and Solo cards to 16 yr olds with little or no income.)
