Best savings account with monthly interest

Hi fellow money savers,
I have been asked to investigate into the best savings account that pays monthly interest.
The proposed account is to be used as a revenue stream to provide a monthly income for paying bills etc, but with NO risk, and potential instant acccess.
Would very much welcome your opinion.
