Builder scamming in Seaham, Co Durham

Went to visit my dad and chap was just putting away a ladder. Turns out chap had knocked on the door, claiming he was working for the council and had noticed problem on chimney, and my dad paid him £65 to sort out problem. I am sure this is a scam, the receipt he gave my dad had no address or phone number, van was sign written with mobile number. Chap was there for only a few minutes, neighbour said it looked like he had smeared a bit of slurry on the chimney. I'm furious that there isnt anything I can do to stop this. This man is obviously a con man, how low can con men sink!
