Radiator Bleed Valve Stuck Closed

Our bathroom radiator needs bleeding but when we try to do this with the key, it won't turn at all as it seems to have been painted over (by previous owners) and is now stuck closed.

Is there anything we can do to release the valve?

Apart from replacing it as not confidant to do something like that with our central heating system and can't really afford to get a plumber out (hence asking on mse!)

Please help, it's chilly when I get out of the bath!!

    Get some paint remover the type like a gel and generously paint over the bleed valve and area round it (is it on the end of the rad?) using a fine brush to get into every nook and cranny and leave for 30 mins now try hopefully fixed.
    If not clean area around valve and spray with WD40 or other release fluid again leave for 30-60 mins and try again.
