If you want to write an HTML e-mail, you need to tell Outlook to compose in HTML (I am presuming you are currently using Plain Text or maybe Rich Text)
Anyway, open Outlook, go to Tools, Options, Pick the Mail Format tab then choose the type of E-mail you want to send from the first drop-down box. (Marked: Compose in this message format:) In this case, you should pick HTML then click the OK button.
Now press the New button (to make a new e-mail message) and you should be able to compose an HTML e-mail.
