Post Office Counters

The new punitive rates for currency exchange at Post Office counters been mentioned by me in another thread but I'd be interested to know any background to this change in policy, for example, how long has it been in effect?
Clearly they haven't publicised the change but they are claiming a special rate for transactions over £500. Actually this 'special rate' merely means that it's much closer to their Internet rate-hardly a bargain!
Haven't had any joy from querying it with the PO, all they did was point out that there is a "Slight difference between our internet rates and our counter rates"
4% is not slight!
