I do think this issue has become a little confused - I couldn't recommend that someone should move their line rental simply to take advantage of the lower cost - as you quite rightly say this does tie you to same provider for your calls. However, for someone who has already chosen to use, say onetel, for as their sole CPS call provider, it does make sense to have one bill and take advantage of the line rental discount and other offers available.
I for one am glad to see the back of the confusing BT bills, and the appalling attitude of BT's customer services when you question any of their more dubious business practices.0
