painting over silky wall paper

Hello all,
A friend asked me to do some decoration for her, this room has silky wall paper and she wants to paint it Mat blue, do I need to put a coat of pva first. Also there are some water marks how do i get rid of those.

Watered down PVA painted over the top should address both problems. Ensure it isn't too thick as it will peel easily otherwise.
