Dodgy mobile phone buyer, help needed please

I know this has been done to death but I wonder if you could give a guide of exactly what to do. A girl on another forum has asked if I could help. This is the text of her post:
"I posted yesterday regarding an item I had sold, which received a last minute bid and won, they had no rating and where in france and I had said uk post only. Listened to the warnings on here sent them a messagem, that i was going to second chance the item. I have looked in my paypal account and they have paid me £250, when the phone is only £127 the winning bid, they want it posted to nigera. Just like all the scams that are going on, how do I close the bid from them, and get the money taken out of my paypal account. The second chance offer is going to take it up. Do I need to report the dodgy person, can I leave warning message on feedback about them?
All your help would be greatly appreciated"
I'd really appreciate if you could post the steps she needs to take. I think she is pretty worried about the money in her paypal account so at the moment I've told her not to touch it until I've gotten some advice

Just refund the paypal payment and in the notes part explain to the person that your auctions are uk delivery only then start a npb with ebay and state the cause as the buyer wants delivery to a country you dont post to. Hope this helps.

Yes, you will never see that £250. Report the buyer to eBay as a fraudster - he will be trying to scam many others.Can I help?0

click on the actual transaction details
Then click on refund.
Also they will need to claim there fee's back via ebay.

Also i would block the bidder from any future auctions.

How do you block a bidder, as i feel a buyer is sort of stalking me.
