Radiator-warm at top, cold at bottom

Hi, one of my radiators is warm at the top and cold at the bottom, I tried to bleed it thinking it might be air but know it usually works the other way round. There was no air in it so now I'm stumped, has anyone got an idea? I've checked the valves as well and all open correctly.
