Surely it's not rocket science, is it? Get something delivered when you say you will? 
I sent this complaint:
I have just telephoned your customer service department to advise the non-delivery of this order.
I was told that you had been 'let down' by your carrier, and that delivery would take place tomorrow. Having advised that this was unacceptable as I was not in to take delivery tomorrow, I was then asked what I wanted you to do.
I want to express my dissatisfaction at your service standards, having paid extra for 'guaranteed' delivery which is clearly not guaranteed at all - I strongly suggest that you re-word your delivery details.
Considering that this is the first time I have used your company, this is an appalling outcome. I am left without the birthday gift I ordered with no time to re-organise, whilst you generously will refund my own money with considerably less speed than you took it.
Rest assured I shall be advising my statutory 9 people of the bad service I have received, and as many more as I can reach via national forums and social networking sites.

Personally I wouldn't have said this until I had received my refund.
I would then have followed it up with a letter confirming receipt of refund and at this point tell them that you are gonna slate them to as many people as possible!

Customer services asked you what you wanted to do? I assume that they wanted to know if you wanted a refund (did you tell them this)?
I can understand that you are upset that the guaranteed delivery didn't work out but your last paragraph of your complaint looks rather silly about the statutory 9 people and posting information on public forums. You'd have been better to have refrained from that section.
Hope you get your refund soon and are able to get another birthday present in time.0 -
