Please don't try and tackle the asbestos yourself. It's incredibly dangerous, I've just been on an asbestos training course to learn how to remove or consolidate small amounts. You have to be so careful with all the health and safety, including specialist vacuum cleaners to clean yourself off, plus overalls and P3 grade mask of course. By the time you've invested in that lot it's far cheaper and safer to get a contractor in.
That prices seems about right, you may get it a touch cheaper but you will need to start a dutch auction.
Just a couple of important things to remember when considering Fascia & soffits for your home;
Always use full replacement (capping on hides the problem) its normally between 16mm-18mm
The 3 plank hollow soffit is only for soffits its not a form of cladding for the face of a home.
Make sure the installer takes the first 2 rows of tiles back so the right sized fascia can be fitted correctly & any damaged felt can be replaced.
Asbestos does carry a small cost to dispose of but it is not that much & should not hike up a price.
