Disability Allowance

My mom suffers with arthritus, sever pains down back and legs ( can't remeber what it's called ) and had a knee replacement two years ago.
Mom can can hardly walk for discomfort and arthritus.
She is 52 and has to work fulltime because dad has had to retire for ill health too. She works fulltime and has to drive to work as bus and walking just doesn't fit the bill.

Can or would my mom be liable to claim disability.... EVEN just a blue badge so she can park closer to shops.... she has to do abit of shopping and then drive thought up and most times doesn't do it as there's no where to park...

Any information or what forms she could do would be much appreciated
