Timer/Boiler problem

I feel this is related to why my gas bills are high so hope someone can help.

I have a timer with hot water control on the left and heating on the right. You can switch both independently to either off/timed/once/on.

I noticed that if the water is switched to off, or timed but has not come on yet, then the central heating does not fire up even if it is switched on.
It only fires up ,heats up the rads when the water is on.
That must be a fault.
Please help.Thanks in advance.

It does sound like it is wired up incorrectly or has a fault. Normally on a typical Y plan motorised valve system, both HW & CH will work independently.

Sounds like a Y plan timer used on a simple gravity HW and pumped CH system. I doubt it is wired incorrectly, either it is not the correct type of timer or it has not been configured correctly [usually a mechanical setting to prevent switches been set to the position the OP is complaining about]

if it helps i have a sealed pressurised system , boiler and bar pressure gauge things (technical huh) all in the loft.I think it is the same type as put in to new build propertys nowadays though my house is`nt a new build.i think the system is only about 18months old , put in by previous owners.
When the water is on, and the heating ,the dials on the meter spin round like crazy.

Any modern system should allow HW and CH to work independently, so yes you have a fault that needs investigating.

Nothing to do with modern, it all depends on the system configuration. Quite possibly the timer is configured to call for a combination which the system cannot deliver. Not necessarily a fault [as in anything broken] but possibly an installation error.

OK, any modern, correctly installed/commissioned and fault free system should allow HW and CH to work independently.

Have they stopped installing pumped CH, gravity HW systems then, because these will not allow them to operate independently.

Generally yes and I don't believe that the OP has a gravity HW system:
