Combi Boiler - Minimum Front Clearance?

We have recently bought a house and are just about to have our old central heating ripped out and the whole system replaced, and as part of that we want to relocate the new Combi boiler into the cupboard under the stairs.
Can anyone tell me please whether it is actually official legislation/regulations etc and the law of the land that the minimum clearance to the front of the boiler is now to be 600mm for servicing etc, or is the distance required specific to each model and is actually individual boiler dependant?? For example, a Vaillant that we've been looking at says it needs 600mm to the front, which matches what the guy who came to quote said, but i've seen in a Baxi brochure that most of their units only require 450-500mm clearance at the front.
The reason for asking is that we've had 2 people quote so far, one said yes they could get a boiler in there (no specific make/model mentioned) meaning that it could go where we want it, but the second guy (Vaillant model) said no it couldn't go where we wanted it cos the clearance to the front wouldn't be enough!! (too short by a very irritiating 2.6 inches !!! :mad: )
So basically what I need to know is is it a blanket rule for all, meaning that we need to find somewhere else to put it, or is it a case of each make and model are different, meaning that we just need to find one that the space will accomodate as per the install instructions that come with the boiler?
