You need to remember that the amount they are asking him to pay will be based on what he normally uses over the winter, so unless he is going to cut back on his consumption, then he would need to pay it some how or other. If he genuinely cant afford it, then you could ask to come off the payment plan..his payment card would still work, and you could carry on paying £15, however when his bill comes in each quarter he would need to pay any shortfall that had been used in full.

I really don't understand this?
Why doesn't his partner contribute, if she won't kick her out, that's pretty simple.

Also the price protection tarriff till 2009 was originally only till April 08, so he will of had a heavy price increase in April, but would have been covered from the increase on July 30th.
