On Employee Car Ownership Scheme, can I claim business mileage?

I currently run a car provided by my employer on an Employee Car Ownership (ECO) scheme. The benefit includes a fuel card that is settled by the company. Therefore I do not pay for any fuel, whether private or for business (except a little tax - the benefit, not the amount paid, is calculated at 9p per private mile). However, a colleague thinks that I am still able to make a claim for business mileage to HMRC at approved rates. As I am a heavy business user, this could amount to a substantial sum. The colleague in question is a former tax accountant and set up the ECO scheme I'm on, so I should not doubt his judgement! However, is he correct or is this too good to be true?!
