Balancing Radiators

What are the rules and pitfalls for messing with the balancing valves on radiators? I have a radiator which is quite large, but I would like to make the room warmer at the expense of some other rooms. Is this what the balancing valves are for?

The lockshield valves are designed to help balance the system as a whole, not to adjust individual radiators, once set they should be left as constant adjustment will cause them to weep from the packing nut, some of which can't be tightened or repacked, and will affect the overal dynamics of the system.The best way to adjust individual radiators is to have Thermostatic Valves fitted.
The idea of balancing the system is to keep the flow and return at constant temperature differential regardless of whether hot water is on or off, and regardless of whether TRVs have been shut off, by use of an automatic by-pass and correct pipe sizing.0
