Did your local council stamp or write a date on your claim forms before giving them to you? If they have they should back date it to that date.
If they did not on the back of the form there should be a section to ask for it backdated just write your reasons and just keep your fingers crossed that they allow it. Hope this helps

From the moment you register an intention to claim, you have one month to return the form. If you registered an intention on the 20.09.2008, you had to submit the claim form by the 20.10.2008. Once this date has passed Housing Benefit will be paid from the monday after the form is received.
There is the option to claim backdating - but you have to show good cause for not being able to get the form in on time, and it is a very difficult test to pass.
The fact you were waiting for the necessary evidence won't pass this, as you clearly could have submitted the form, on day one without all the required evidence.0
