Flybe surcharges!

Just tried to book a flight to Edinburgh and saw a price at £1.64 each....
What a bargain i thought - but add in their surcharges and for two of us it would cost £58 one way!
Why do they advertise prices so low and then add on surcharges that put the price right up?
Not fair on us consumers!
