I assume you're enquiry is because you want to be able to restore the whole OS in the event that your primary drive fails completely?
I assume that your external drive is connected via USB?
If your primary drive it fails such that you are not able to boot to Windows ,you will not be able to access the files on your external hard drive because you will not be able to access the USB device without the drivers being loaded.
I personally use PowerQuest DriveImage 2002 for my backups (to a second internal drive). Picked it up of EBay for aq few quid.0 -

You could use Norton ghost to create an image.
If your drive was to go you would need to replace the drive and then use ghost to apply the image to the new drive. (This would require Windows installing first to enable you to use the usb drive)
Hope this helps
