I know it's an expensive solution, but could you help your mum buy herself a new computer? (Christmas is coming, or there are various other festivals in the air if that's not your thing.) Then let this other person have her old one - and they can do what they want with it, and good luck to them.

Of course, this would only work if there was no way your mum would give them the password to the new computer.

My teenage daughters have had limited accounts for years and I believe this has prevented nearly all the hassles I read about.
