Block Paver on a scam and conning ELDERLY people

an individual is carrying out work under PLAS PAVING
he claims to be specialist in block paving etc,he has printed advertisement sheets and has been distributing it, with plas paving ltd
I had some work carried put on the front garden for block paving , initial price quote was £1000 and few weeks later to £850, block paving, taking off the exisiting slabs and extened steps etc,
a contract was been given to me, no address , no full name, no office number, so i made some enquries about the company

this guy who sometime known by .paul, mike , jim, is distributing leaflets and invoices and contracts under the above company name, ive done my findings and the sales manager says, this person sounds a 'fraud' because they (the company) supply materials and they dont have anyone by name of this person named below, who works or is a partner of this company
the work was done on my property but he hasnt met the conditions of works as stated. when i did tell him about plas plave, he started got frustratedx and wondering on how i found this out and then in the end he didnt want to give a me a receipt for the work carried out.
he will tell you at the begining of the job, that onces the job is done, you can pay him, when the job is half done he will demand for money, and in the end when the job is complete (not properly) he will send his family to come and collect the money.
please be aware if anybody is going to get work done from this guy, his work is garunteed for 10 years and then he wont be found anywhere to be seen.
