Funny, I hadn't noticed any restriction on accounts. If you look at the current rates the 'Northern Ireland only' accounts actually pay the lower rates than the rest in general do - so I can't imagine their being particularly popular. Actually, Progressive's rates are very good overall.

And where you said 'minnoe' in the title I assumed you meant the Derry
