Incapacitated in Youth IB(Y) rules

I have read another thread about IB(Y) rules and i wonder if a mistake was made in my case a few years ago (and continuing)?
I finished university at 22 years of age (10 years ago). I became ill at university but never applied for a penny (i wasn't told i could claim disability benefits!). Soon as i finished university I applied for JSA and at the JSA interview a few days later i was told to claim IS and get a sick note as i wasn't "fit for work". I think i was told to fill in a I.S. and a I.B. form at the time although i knew i hadn't paid enough N.I. contributions as i had been at university for 3 years. I was turned down for IB (i seem to remember) and I went straight on to I.S. At this time I also applied for DLA as well and i got this too (MRC & LRM, then appealed and went up to HRC & LRM). I applied for DLA about 2 weeks after applying for I.S. I have been getting IS & DLA ever since.
Should i have got IB(Y) ??? If so what do i do about it now?

IBY was only introduced from April 2001, which was after you started claiming IB/IS. Depending on you DoB, you were aged 24/25/over 25 at April 2001. If you were over aged 25, you wouldn't qualify for IBY.
If you were under 25 at April 2001, ask JCP if they sent you a letter at the time about claiming IBY.
You cannot get both IBY and IS paid in full.0 -
