Investing for growth, when?

I am now nearing the point of bailing out of cash deposits in savings and deposits accounts. The recession is now upon us, interest rates are going to plummet according to all the 'experts'. They are talking about a long and deep recession as apposed to a short and shallow. So the $64 million dollar question.....when is the best time to put large sums into investment funds, this year, early next year or when? anyone got a crystal ball
