Short selling - long term reform?

The government still has in place a ban on short selling of specificly named financial stocks. Now it is planning wider guards against short selling, based o disclosure.

"FSA forces disclosure of contracts for difference
Investors who hold more than 3pc of a company's equity through contracts for difference (CFDs) will have to disclose their stakes under a crackdown being drawn up by the City watchdog.
The Financial Services Authority said the final draft of the rules on CFD - under which one party agrees to pay another the difference between the current and future price of a share - would be published in February 2009 and come into force on September 1 2009......."
God knows why this disclosure wasn't already in place. You had to disclose actual share ownership, but borrowing shares temporarily gave you the chance to trash a company far more effectively for just a fraction of the cost.
