  • The rules are not at all straight forward.
    The clock is for when you park on a double yellow line (max 3 hours). You can only park on a double yellow line if there are no other restrictions eg no loading marks on the kerb stone.
    You must not park too near a junction or block an entrance. You must read the sign located nearby to check. Also some areas are no go even when there is no menton on the sign eg you are parking in a no access / pedestrianised zone where you should not be driving.

    ON STREET parking where there are parking meters: You may park for an unlimited time (unless there are specific time limits eg parking meters that are only used for evening parking in York). The thinking behing this is that parking meters may not be accessible.

    OFF street parking, you are parking on private property (even if this belongs to the council). you must follow the rule of the particular carpark - always check. Ironically some parking meters are not accessible. if so complain to the coucil.

    just to add to this...this summer i noticed in ABERYSTWYTH (Ceredigion council area) have changed their Blue Badge charging policy. It is still free so long AS THE CAR THAT HAS THE BLUE BADGE ALSO HAS THE DISABLED CAR TAX TOO. So if you take granny out with her blue badge in your normal car you will have to pay for parking - where as it used to be free. So if you have a Blue Badge but dont get the higher rate to get the free car tax you have to pay, they have also seemed to have reduced the number of onstreet disabled bays - is this to increase their car park revenue ?? gosh I'm getting very cynical in my old age hahaha :) so check the car park board carefully

    I was recently holidaying in the South West of England and it seems a lot of local authority car parks are going over to the 'Blue Badges park free only if on a vehicle with a disabled tax disc' scenario, in effect limiting free parking to those in receipt of DLA High Rate Mobility or the War Pensioners Mobility Allowance and using the tax exempt car.

    As others have said, the only way to be safe from the dreaded ticket is to fully read the signs on every car park you park in.

    In a quick-ish answer to the opening post.
    On street in England and wales, a blue badge holder can park on standard single yellow or double-yellow lines, for up to 3 hours, providing they are not causing any obstruction to other traffic. Loading lines (the little yellow marks on the pavement) mean ANY parking is prohibited.
    On street meter parking (or the new on-street pay and display) is generally free and unlimited.

    Off-street parking is now becoming different in every city, as councils can make their own decisions, so check signs in every car-park to be on the safe side. If in doubt, pay like everyone else.

    Could I just emphasise this post?

    I was involved in the issuing of Blue Badges during the period that they were changing from orange to blue. I was told by a couple of traffic wardens back then that at that time if a blue badge was displayed showing the photograph, they knew they were valid until at least 2003, but once all the orange badges had been replaced they would ticket if the expiry date wasn't visible. [It has been known for a bb holder to put the badge on the dash showing the photograph in an attempt to conceal the fact that the badge has expired.]

    I would also suggest that it's not a good idea to have your photograph on display inside your car - there's no better way of advertising to potential muggers who to look out for as an easy target.

    Hi, I just want to know that in england can you park on ON-Street pay and display car parking for UNLIMITED period of time? I have a time disc with my badge which states Max 3 hours. Is this the case? I have seen a few peoples discs that had been set more than 3 hours ago.

    It is true that you can park on ON-Street pay and display for Unlimited period of time.

    The disc with a clock face is to be used where there are single and double yellow lines.

    Central London has different rules.
    I used to be indecisive but now I am not sure.
  • Not sure if this will help anyone. The car parks near the beach where I live allow 3 hrs free parking for disabled. I asked the traffic warden what I should do if I wanted to stay for 4 hrs as the effort of getting back to the car after 3 hrs to get a ticket is too much.He said that what people do is buy a ticket for 1 hr and display it next to the blue badge with the clock set from time ticket runs out.Simple really but I hadn't thought of it
