Stairs....off the shelf or...workshop made?

A friend is renovating an old delapidated country house and needs a number of stairs made, is it cheaper to have them made on site, or in an independent workshop or off the shelf so to speak?

all the diy sheds sell the parts to make virtually any usual style staircase. try wickes & BQ etc...
anything unusual or odd sized will need to be handmade.
a bespoke staircase will be expensive, no matter where its made.
there are loads of places on the net. where is the house?
