a friend is barely surviving at moment with her kids and owns a property abroad that is falling apart which is not rented or sold yet. would she still be entitled to some sort of discount for her council tax? thanks

aggression would be best. i obviously dont seem to understand the answer . what i am trying to say is if the house is not sold and the market is so bad chances are at present it will not get sold can she claim council tax benefit for a while. she thinks her financial situation will improve in the new year and may then be able to pay the full rate again.Its the "Your answer isn't what I wanted to hear so I will ridicule you and your username" crew that I can't abide.

Sorry you didn't understand last time.
I think the answer is the same as last time - yes the house will be treated as capital (savings) which almost certainly stop her getting a means-tested Benefit such as Council Tax Benefit.
Try to see a Benefits Advisor at the CAB for further clarification.(AKA HRH_MUngo)
