Studying overseas loans available??

My 17 year old daughter wishes to study overseas and I was wondering if there are loans out there for tuition fees and accomodation etc available.Also which scholarships are available for overseas students? She has 5 siblings and will there be a reduced tuition rates because of this? Any advice would be appreciated. She is studying out there for 4 years coming home at christmas. and summer to work.
